Shine Africa Foundation – Teso (SAF-TESO) is an indigenous, community-rooted non-profit organization founded in 2009. Operating across the Teso sub-region of Uganda, SAF-Teso works at the critical intersection of grassroots mobilization and global policy implementation.

Institutional Accreditation & Global Networks

SAF-Teso holds official accreditation and consultative status with leading global and regional governance bodies:

  • UN ECOSOC: Special Consultative Status with the United Nations Economic and Social Council.
  • UNEP: Accredited Observer to the United Nations Environment Programme and the United Nations Environment Assembly (UNEA).
  • UNCAC Coalition: Member of the United Nations Convention against Corruption Civil Society Coalition.
  • Regional Hub: Lead coordinating organization for over 300 community-based organizations across Eastern Uganda.

Why We Exist

The Teso sub-region has historically faced multiple socio-economic vulnerabilities including public health disparities, climatic shocks (prolonged droughts and unpredictable flooding along Lake Kyoga), environmental degradation, and limited vocational opportunities for youth and women.

SAF-Teso was formed to address these challenges not through temporary aid, but by building durable community systems, establishing local taskforces, training community champions, and translating community realities into international policy dialogues.

SAF-Teso Proven Innovation Model

Our operational model is built on three core pillars:

  1. Grassroots-to-Policy Loop: Local data and community needs directly inform national and global advocacy submissions.
  2. Cost-Efficient Delivery: Leveraging localized volunteer networks and community leadership to maintain an unprecedented cost-per-person efficiency (~8 US cents).
  3. Multi-Sectoral Synergy: Integrating health, environment, skilling, and human rights rather than addressing them in isolation.

Fifteen Years of Results (2009 – 2026)

Strategic Objective Key Interventions 15-Year Measured Reach
1. Health Access & Equity HIV/TB/STI prevention, SRHR clinic enrollments, maternal health, routine polio and infant immunization. 1,000,000+ individuals reached; 267 youth enrolled in continuous care.
2. Environment & Climate Tree planting, Lake Kyoga riparian restoration, agroforestry, drought-resilient crops, community green taskforces. 35,000 trees planted (60–75% verified survival); 4 taskforces active.
3. Youth & Women Skilling Hands-on vocational skilling, tailoring, carpentry, sustainable agriculture, village savings groups (VSLAs). 567 youth certified; 65% transitioned into self-employment.
4. Human Rights & Peace Monitoring rights violations, GBV prevention, paralegal referrals, land rights, local peace councils. 26,000 people sensitized; 1,200 cases documented and resolved.
5. Zero Waste & Circularity Community cleanups, plastic upcycling, organic waste composting, Make a Difference Week (MADW). Over 500 active volunteers across Serere and Soroti City.
6. Partnerships & Advocacy Coordination of 300+ grassroots CBOs, UN submissions, UNEP consultations, Lake Kyoga safety standards. 300+ CBOs networked; accredited international representation.

Theory of Change & Core Values

We believe that lasting development occurs when communities are not merely recipients of aid, but active architects of their own solutions.

  • Integrity & Transparency: Uncompromising ethical governance in all programs and financial stewardship.
  • Community Ownership: Interventions co-designed and managed with local clan leaders, elders, women, and youth.
  • Gender & Social Inclusion: Dedicated focus on empowering women, young mothers, and Persons with Disabilities (PWDs).
  • Environmental Stewardship: Preserving wetlands, soils, and water bodies for current and future generations.

Special Strategic Priority: Lake Kyoga Fisherfolk Safety (2026–2030)

Lake Kyoga is the economic backbone for thousands of families in Serere, Soroti, and Ngora districts. However, drowning incidents remain a severe but preventable crisis. For 2026–2030, SAF-Teso is rolling out an integrated Fisherfolk Safety & Resilience Initiative:

  • Community lifejacket access banks and subsidized distribution.
  • Peer-to-peer water safety education addressing overconfidence and cultural barriers.
  • Emergency beacon network and local canoe rescue taskforces.
  • Alternative livelihood diversification during closed fishing seasons.
